“This year has been a crucial year for the implementation of “Made in China 2025” strategy. This year, we should take the development of equipment manufacturing industry as the main battlefield of the construction of national manufacturing power. ” Xin Guobin, the vice minister of MIIT, made the remarks in the general meeting of China Machinery Industry Federation today.
“Manufacturing industry has been the principal part of substantial economy, it is also the basic support of comprehensive national power and international competitiveness. We should have conscious understanding of the development status of our country’s manufacturing industry, and accurately grasp the new circumstances and new demands of international and domestic manufacturing industry development at present.” Said Xin Guobin. Xin also pointed out the fact that “Made in China 2025” strategy has been earnestly implemented by all departments in different regions under the guidance of leading group of national manufacturing strategy since 2015, according to the decision of the Party Central Committee and the State Council. So far, the policy system has been basically formed, industrial basic capacity has undergone a steady increase and the intelligent manufacturing level has been enhanced significantly.
After the release of "made in China 2025" strategy by the State Council, leading group of national manufacturing strategy had started the compiling work of “1+X” planning system, in order to break through the bottleneck and weakness of the development of manufacturing industries. In this way, they were managed to grab the commanding heights of the future competition. Currently the compiling work has all gone under promulgation and enforcement. As for the “1+X” planning system, “1” refers to "made in China 2025" strategy, while “X” referring to eleven supporting implementation guidelines, action guides and development planning guides including five project implementation guidelines (innovation center construction of national manufacturing industry, strong industrial base, intelligent manufacturing, green manufacturing, high-end equipment innovation), two special action guides for the development of service-oriented manufacturing and quality brand of equipment manufacturing industry, in addition to four development planning guides for new materials, information industry, medical industry and manufacturing industry.
As Xin Guobin said, the development of manufacturing industry should follow the ideas of "innovation drive, high-end lead, intelligent transformation, basic support" and focus on the following four aspects.
Firstly, we should adhere to innovation, and vigorously promote collaborative innovation as well as actively build innovation system of manufacturing industry. We should also focus on the increase of key generic technology supply. Crucial techniques in the field of high-end equipment are supposed to be broken through so as to strengthen the key competitiveness of equipment manufacturing industry.
Secondly, we should speed up the process of intelligent transformation, and keep carrying forward the practice of special intelligent manufacturing. We planned to select about ninety pilot demonstration projects and set over fifty intelligent manufacturing standards. Moreover, a group of intelligent manufacturing system solutions providers will be cultivated as needed, and we will explore the construction of intelligent manufacturing demonstration area in conditional area to promote the optimization and upgrading of industrial structure.
Thirdly, we should highlight the role of high-end leading, and resolved to overcome the long-term dependence on a number of imported equipment as well as equipment which are badly in need for strategic industry. A number of landmark products and major equipment with driving function will be developed and we will improve supply quality and level by promoting popularization and application of major technological equipment and the construction of quality and brand.
Fourthly, we should strengthen the foundation support, well implement the industrial base-firming engineering and put emphasis on overcoming difficulties in advanced fundamental technology. By improving product performance of core base parts and components in addition to preparation level of the key basic materials, we will promote the interdisciplinary application, thus breaking through the industry development bottleneck.
Judging from the current situation, the equipment manufacturing industry has still gone under high pressure in view of the industry facing some downside risks. As the marks made by MIIT, we should pay close attention to some focuses and difficult points including the setbacks of automobile preferential policies, problem of capacity resolved by coal power, imbalance between supply and demand of marine engineering equipment, low-level redundant development of emerging industry, etc. Besides, trace analysis should be strengthened for effective respond to corresponding problems.
